When you have beaten the Elite 4, go at Rassic City, in the Ancient Museum. Now go down at stairs, at the top right, Rex will talk to you and will give you the Balance Crystal. You can go now fight Cellance at Sario Town. Put the 5 gems on each pillar and jump into the hole. Cellance will wait you in his dimension.

He's level 77 and his attacks are : Balance Seal ; Psyshock ; Refresh ; Cosmic Power

Origin

Cellance may be based on a qilin, a mythical hooved chimerical creature known in Chinese and other East Asian cultures. This is because qilin's are thought to bring serenity when seen.
