Kelpula is a Pokémon based on kelp, seaweed, and a hula dancer. It has two long, thin yellow arms with no visible fingers on its hands, a "skirt" made of dark green kelp that also has a light blue wavy line in the middle, a light blue chest, some "hair" that's made of green and light blue seaweed, and its round yellow head has closed eyes, a small smile and two small rectangular green cheeks.

Wild Kelpula are found in the grass at the Victory Isle and by Fishing with the Super Rod at Lake Bliss and on Routes 11 and 12.

For Shiny Kelpula, the face and arms turn orange, the "hair" and "skirt" turn their respective shades of yellowish-green, and the light blue turns purple.
